Victorian Electoral Commission officer Suzanne Brown (left) announced the election of Christine Stow to Whittlesea council last Friday.
The Epping mother won a countback following the death of Cr Nicola Davis, who died in April after a short battle with cancer.
Ms Stow, who will be sworn in at a later date, has been an advocate for children with disabilities and helped establish a number of support groups in the municipality.
