Whittlesea’s vision for the future

Whittlesea’s community blueprint, Whittlesea 2040: A place for all – has been reaffirmed, with locals again backing a vision that places inclusion, opportunity and belonging at the heart of the municipality’s future.

First developed in 2018 after extensive consultation with more than 4700 residents, the vision set a long-term course for the growing outer northern region.

In light of the new council elected in October 2024, a review was launched earlier this year to test whether that direction was still aligned with the needs and hopes of the community.

Across April and May, Whittlesea council engaged with residents through focus groups, local pop-up events and an online survey.

The message was clear; the vision remains relevant, supported and deeply valued.

More than 90 per cent of participants endorsed the vision and its five strategic goals – underscoring a shared desire for a city that is inclusive, connected, sustainable, thriving and future-focused.

Mayor Martin Taylor said the re-engagement process has only strengthened council’s commitment to the plan.

“The community vision sets a clear and unified direction for council’s long-term planning and decision-making,” Cr Taylor said.

“It reflects the collective aspirations of our residents, and together, we are committed to bringing this vision to reality through action and inclusive leadership.”

For the people of Whittlesea, it’s more than just slogans and words.

A Wollert resident, 40, pointed to the city’s rich and cultural tapestry: “I love the diverse landscape and cultural heritage.”

In Epping, a 20-year-old spoke to the emotional connection many feel.

“I feel valued in this municipality, community involvement enhances my sense of belonging.”

And for a 77-year-old from Whittlesea township, the vision’s spirit of possibility struck a personal chord.

“I love that anyone can be anything they want here.”

While reaffirming the vision is symbolic, it’s also practical.

Council will monitor progress each year via a set of priority indicators under each strategic direction, publishing updates in the Annual Report to ensure transparency and accountability.
