Both men died at the scene.

Police said the circumstances surrounding the incident remained unclear.

“Our investigations indicate that the parties may be known to one another, the incident was not random in nature and has escalated into violence,” police said in a statement.

Police believe other people were present at the time of the shootings and are appealing for them to come forward.

Crime Command Acting Commissioner Michael Frewen said that at this stage, there was no evidence to suggest the shootings were related to shootings in Kensington and Dandenong in recent days.
