Have your say on sport facility licences

Hume council is inviting residents and sporting clubs to give their feedback on the draft sports facility lease and licence framework.

According to the council, the framework aims to standardise agreements for the use of sporting facilities across the municipality.

At the 24 November council meeting, councillor Jarrod Bell said many current agreements are historic, inconsistent, and, in some cases, expired.

“That is not good for clubs… [or] council, and it certainly isn’t good for the wider community who expect us to manage these important public assets fairly,” he said.

Cr Bell said the new framework for agreements prioritises equity, transparency, community benefit, accountability, and financial responsibility.

“We will have a consistent basis for decisions about leases, licenses, and seasonal allocations rather than a patchwork of historic arrangements.

“We can make sure that community access and community benefits are front and centre.”

Cr Bell said the framework aims to give clubs a clearer understanding of the expectations that come with using council’s sport facilities.

Across Hume there are currently 77 outdoor and 60 indoor sports clubs and associations.

Cr Bell said there will be more fair fees for clubs that demonstrate good practice, strong governance and inclusive practices.

“The report is honest about legal work, staff time and revenue changes.

“If you are running a well-governed, welcoming and community-minded club, this council wants to back you.”

Cr Bell said the draft framework was shaped by 47 survey responses, and that he invites residents and sporting clubs to provide their feedback.

“Take the time over summer to read the draft, think about how it will work on the ground, and tell us what we’ve got right and where it can be improved.”

The community consultation will close on 15 February, with the final framework set to be reviewed in April.
