Hi-Quality will be able to accept up to 100,000 tonnes of fill material and construction waste per year after its development licence was approved by the Environment Protection Authority (EPA).
Hi-Quality already holds an operating licence for the Sunbury Road tip, which allows for the deposit of prescribed industrial waste, putrescible waste, solid inert waste, tyres shredded and metal recycling shredded residue (floc) in accordance with the pre-settlement contour plan (PSCP) approved by EPA.
The development licence will enable fill material and construction wastes including concrete, bricks, asphalt and rock to be disposed of at the site, for the purpose of waste processing and resource recovery
The licence is subject to strict conditions to ensure the work meets Victoria’s environmental standards, the EPA said.
To minimise risks from noise, EPA has set conditions restricting the activity to daytime hours only.
To minimise risks from dust, EPA requires the activity to be conducted at a central location within the site away from roads and residential areas. EPA also requires a noise barrier and permanent dust monitoring equipment to be installed.
EPA has assessed that the risk to surface water, land and groundwater is low.
The proposed activity is for mechanical equipment to sort and screen incoming material, which will be separated into soil fill material and construction material. The operations will weigh recovered materials before they are reused on-site or off-site. Material which is not suitable for reuse will go to a permitted site for disposal.
EPA consulted with the community on this assessment between September 26 andOctober 19, 2023.
